To receive bonuses from runes, inlay them into Hero's and Shaman's equipment. You can do this in the Inlay tab of the Workshop.

The process of inlaying runes into equipment is carried out instantly and doesn't require resources.

Important: runes are only inlaid into the 4th slot of Legendary equipment.
