Modification synthesis is performed under the Synthesis tab in the Modification Block/Aggregator (depending on faction).

In the center of the screen, you will see a slot for the modification that will be obtained by successfully synthesizing modifications of the same type and class and which are placed in the corresponding slots. The higher the level of the Modification Block/Aggregator, the better the class of modification you can get.
